The urbaplan – Espelia – BPL – Transitec consortium has been mandated by the PMUA, with funding from the World Bank and the Agence Française de Développement, to carry out a feasibility study for a pilot urban renewal project in two sectors of Abidjan (Yopougon-Selmer and Adjamé-Délégation/ Attécoubé-Mairie/Boribana).
This feasibility study is part of the construction of the East-West BRT (Bus Rapid Transit) corridor in Abidjan. Some twenty kilometres long and dotted with around 25 stations, this major transport infrastructure is expected to lead to a sharp rise in land and property values along the corridor. The aim of the project is therefore to put in place mechanisms for capturing property value gains (sale of land charges, tax-related tools, etc.) to finance urban renewal projects in these two pilot areas. These pilot projects could then be replicated in other stations along the corridor.
The Consortium has a two-phased mandate. The firm phase consists of a territorial assessment of the two sectors, the definition of a development strategy (with appropriate capture mechanisms), the production of guidelines and finally the production of development plans for the two urban renewal sectors. The optional tranche consists of assisting the client in setting up the subsequent project stages (specifications, contracts, communication plan, terms of reference APS-APD-DAO).
